Parking Regulations at Sts. Constantine and Helena

1. Hours of Operation – Parking Lots and SMS Zone

1.1 PARKING LOTS – 24-hour operation at the following parking lots:

• “Chernomorets” Parking Lot (P1)
• “Aquahouse” Parking Lot (P2)
• “Astor Garden” Parking Lot (P3)
• “Shopping Center” Parking Lot (underground) (P4)
• “Villa Chinka” Parking Lot (P5)
• “The Bay” Parking Lot (P6)
• “Ensana Aquahouse Hotel” Parking Lot (P7)

Access to the parking lots is controlled by an automated video registration system.

1.2. SMS ZONE – from 8:00 a.m. to midnight – paid parking covering:

• the alley next to “Primorski Shopping Center”
• the alleys around the “Chaika” Hotel
• the alley east of the “Varna International French Lycée”
• the alley behind the entrance to the Lidl supermarket

2. Special Offers - Parking

• Guests staying at the Ensana Aquahouse Hotel, Astor Garden Hotel, Primorski Hotel, and Azalia Balneo & SPA pay 7 EUR / 13.69 BGN per car per night;
• Guests staying at Villa Chinka can park for free at the "Villa Chinka" parking lot.

3. Paid parking rates within the designated parking lots and the SMS paid parking zone are as follows:

4. PARKING LOTS - Additional Terms and Conditions:

• Entry to and exit from the parking area are monitored by video cameras;
• All parking lots offer 30 minutes of free parking to find a spot; this time is not deducted from the total parking duration;
• Each hour or part thereof is charged as a full hour;
• After a 24-hour stay, each additional hour or part thereof is charged again at the rate for a 1-hour stay;
• Parking fees can be paid at payment terminals, online at www.visitstconstantine.bg after scanning the QR code indicated on the parking signs, or at the front desk of the respective hotel;
• Upon payment, the customer receives a receipt, which must be kept until leaving the paid parking area. The time allowed to leave the parking lot after payment is 30 minutes;
• All guests of Hotel Villa Chinka staying for at least one night may use the resort’s parking lots free of charge.

5. SMS ZONE - Additional Billing Terms for SMS Parking in Paid Parking Zones:

• The parking duration begins at the moment the customer sends an SMS via the designated short code.
• Each hour or part thereof is charged as a full hour.
• After the customer sends an SMS to the short code (1 hour), the customer receives a reply SMS confirming successful payment for the selected parking period. The customer may extend their parking time by sending a new SMS for the desired additional period. Upon successful payment, the customer receives another reply confirming that the parking time has been successfully extended.

Payment methods for hourly parking in SMS zones:

5.1. Parking via SMS

Customers of Bulgarian mobile operators send an SMS to 135201 to pay for hourly parking, including the vehicle’s license plate number in the message. The text of the SMS must match the text on the license plate of the vehicle in question. The system accepts both Cyrillic and Latin characters, with a maximum of 10 characters allowed.

Payment is considered successful when the customer receives a confirmation message. The system sends a reminder message 10 minutes before the paid parking time expires.

Customers can send an SMS for the respective vehicle before the current paid period expires. In this case, the parking time is extended by another hour. If a customer attempts to pay before the start or after the end of operating hours, the system sends a message stating that the customer is attempting to pay before the start or after the end of the zone’s operating hours and has not been charged.

5.2. SMS Zones – Payment with Debit/Credit Cards via the “URBO parking” Mobile App

To use the “URBO parking” mobile app, you must download the app for Android or iOS, then register and top up your virtual wallet. The mobile app allows you to select a parking duration of one or more hours. The app notifies you 5 minutes before your paid parking time expires so you can extend it if desired.

5.3. SMS Zones – Payment via QR Code

Parking in SMS zones can be paid for online by scanning the QR code indicated on the signs near the SMS zones and following the instructions.

5.4. SMS Zones – Cash Payment

Parking fees can also be paid at the front desks of Hotel Primorski, Astor Garden Hotel, Hotel Azalia, and Aquahouse Thermal and Beach.

6. Preferential Parking for Vehicles of People with Permanent Disabilities in SMS Zones

Within the resort of Sts. Constantine and Helena, in the “Paid Zone” areas with short-term paid parking, a certain number of designated and marked spaces are provided for preferential parking of vehicles transporting people with permanent disabilities. Parking is free for up to 3 hours. After this time, parking is charged according to the hourly paid parking rates. If there are not enough designated parking spaces, parking is subject to the hourly paid parking rates. Persons with permanent disabilities who wish to take advantage of these privileges must possess a “Parking Card for People with Disabilities.” If a discrepancy is found between the card and the person using it and/or if unauthorized use is detected, the person will be charged the standard rates.

7. Immobilization of an Improperly Parked Vehicle

A vehicle parked in violation of the rules or with an unpaid parking fee will be immobilized with a "wheel clamp." The driver of the vehicle immobilized with a "wheel clamp" must pay the cost of applying the measure, amounting to 20 EUR / 39.12 BGN, and the parking fee of 2 EUR / 3.91 BGN for each hour or part thereof. It is prohibited to damage the wheel clamp and/or to remove it by anyone other than authorized personnel.
